As we previously reported, all courts outside New York City moved to Phase 3 of the Unified Court System's plan to gradually return to in-person operations.  Last week, the court announced that several upstate districts intend to move to Phase 4.  According to the announcement, Phase 4 "will involve a significant increase in in-court operations and staffing."

The court also announced that it will begin summoning Grand Jurors outside the City starting on July 13.  This is a significant development since, for the bast several months, grand jury operations have been largely on hold throughout the State.
